DISCUSSION <br />A Community Effort <br />Over the last several years, the District has made significant progress in the development of Sapwi <br />Trails Community Park. Staff has been working with consultants, regulatory agencies, City of <br />Thousand Oaks staff, user groups (Thousand Oaks Soaring Society, Conejo Disc Golf Club, <br />Thousand Oaks Cross Country, Concerned Off -Road Bicyclists Association), the general public, <br />and neighbors in developing a package for construction of the major portions of the project (i.e. <br />off-site street and signal improvements, parking lots, restrooms, bridges, neighborhood park, etc.). <br />Additionally, the District has entered into formal agreements with the user groups, as well as a <br />License Agreement with Southern California Edison, to support the development and operations <br />of Sapwi. Furthermore, the District entered into a $2.5 Million grant agreement with the City of <br />Thousand Oaks that would provide significant funding towards construction of the project. <br />Staff has and will continue to work with the user groups and volunteers, as well as outsourcing, to <br />provide labor and materials for portions of the project that do not need to be included in Access <br />Pacific's scope of work (i.e. trail maintenance/construction, fencing, directional and educational <br />signage, creek clean-up). <br />There will be no irrigated turf developed with this project. <br />Grant Agreement with Santa Monica Mountains Conservancy <br />On June 26, 2017, the Santa Monica Mountains Conservancy approved the District's $1.76 Million <br />Proposition 1 competitive grant application for construction of the Project as it relates to Lang <br />Creek development and access within the full construction scope. The full grant agreement is in <br />Attachment 1. <br />Bid Process <br />A Notice Inviting Bids was advertised in the Ventura County Star, Construction Bidboard, Inc., <br />Builder's Notebook, Ventura County Contractor's Association, Inc., and posted on the District <br />website. Twelve interested bidders attended the mandatory pre-bid meeting held at the site on <br />Wednesday, July 12th.
