WIMM BOWA3Q2
GENERAL MANAGER BOARD OF DIRECTORS
Jim Friedl Ed Jones, Chair
Chuck Huffer, Vice Chair
George Lange, Director
Susan L. Holt, Director
Joe Gibson, Director
GENERAL MANAGER EMERITUS
Tex Ward
DATE: July 2, 2415
TO: Board of Directors
FROM: Jim Friedl, General Manar
SUBJECT: Memorandum of Unders g (MOU) with Service Employees
International Union (SEIU)
RECOMMENDATIONS
1. Approve the MOU between the District and SEIU, adjusting employee compensation
and benefits, as outlined herein.
2. Authorize budget adjustments as necessary to reflect changes.
DISCUSSION
The proposed MOU was arrived at through the regular meet and confer process as outlined in
state law and as set out under the provisions of District Resolution 6172-A. All agreed upon
matters have been incorporated into the proposed MOU. Represented employees are
scheduled to determine whether to ratify this agreement on July 1, 2015.
An effort was made to simplify and streamline the MOU so that the most important information
remains and is easier to understand. To that end, some of the more voluminous sections of
the MOU involving policies have simply been relocated from the MOU to the Personnel Policy
Manual. In some instances, articles of the MOU which merely restate existing federal or state
law have been eliminated as redundant and unnecessary since compliance therewith is
mandatory whether or not the language is in the agreement.
In terms of economic changes, the proposed MOU eliminates several compensation
categories including longevity pay, shift differential, competency exams and employee
wellness, and transfers the value of those categories into the salary adjustment.
403 West Hillcrest Drive I Thousand Oaks, CA 91360-4223
(805) 495-6471 FAX: (805) 497-3199 Email: parks@crpd.org
