CONEJO RECREATION AND PARK DISTRICT <br />BOARD OF DIRECTORS REGULAR MEETING <br />MARCH 18, 2004 <br />7:30 P.M. <br />HILLCREST CENTER <br />MINUTES <br />1. CALL TO ORDER AND FLAG SALUTE <br />Chair Holt called the meeting to order at 7:31 p.m., and Lange led the flag salute. <br />2. ROLL CALL <br />Directors Present: Berger Gibson, Holt, Jacobsen and Lange <br />Directors Absent: None <br />Staff Present: General Manager Ward, Assistant General Manager Friedl, <br />Administrators Benton and Lewanda, and Executive Secretary Ohren <br />3. SPECIAL PRESENTATIONS <br />COSCA (Conejo Open Space Conservation Agency) Presentation — Mark Towne, <br />COSCA Manager <br />Towne made a multimedia presentation of Thousand Oaks open space. He stated <br />that COSCA was established in 1977, there are approximately 15,000 acres of open <br />space, independent of park site acreage, 39 percent of the Thousand Oaks' planning <br />area is open space, and there are 100 miles of trails. <br />Jacobsen suggested that an exhibit showing both local and adjacent communities and <br />a composite view of open space would be helpful. Ward stated that Santa Monica <br />Mountains Conservancy (SMMC) has such. <br />Barbara Kloster, Thousand Oaks, thanked the District for the Conejo Creek <br />Equestrian Park, suggested that the Thrills Thursday events be hosted at various sites <br />throughout the community, and expressed concern that equestrians south of the site <br />currently have very limited access to the equestrian park. <br />Maureen McNamara, Thousand Oaks, expressed frustration that not enough <br />forethought was given to access issues at Conejo Creek Equestrian Park, and <br />requested that, in the future, consideration be given to creating alternate trail access <br />during construction projects. <br />
