Holt, Director <br />Chuck Huffer, Director <br />Nellie Cusworth, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />DATE: May 7, 2020 <br />TO: Board of Directors <br />FROM: Jim Friedl, General Manag 21 <br />SUBJECT: First Amendment to Contract for Weed Abatement Services <br />RECOMMENDATION <br />Authorize General Manager to enter into the First Amendment with Venco Western, Inc. for weed <br />abatement services with a revised not -to -exceed amount of $1,080,026 for Conejo Open Space <br />Conservation Agency, Conejo Recreation and Park District, City of Thousand Oaks, and Conejo <br />Valley Unified School District owned parcels; and extend the term of the contract one year to June <br />30, 2021. <br />DISCUSSION <br />In 2017, staff worked with City of Thousand Oaks representatives to combine the Park District <br />weed abatement responsibilities with the City of Thousand Oaks and Conejo Valley Unified <br />School District weed abatement responsibilities. The Park District would be responsible for <br />administering the Park District and COSCA-owned parcels. As per the Joint Powers Authority <br />between the City and the Park District that formed COSCA, the Park District is responsible and <br />has historically entered into contracts for the field maintenance and operations of COSCA. The <br />combining of the agencies' responsibilities would allow for more effective contract administration <br />and cost savings for the agencies. As a result of the agencies' efforts, a contract <br />(,vvww. crpd. org/2017weed abatement) was awarded by the respective agencies to Venco Western, <br />Inc. <br />Recent wildfires demonstrated the importance of having adequate defensible space. Over the <br />past three years, the Ventura County Fire Department identified additional areas requiring weed <br />abatement, not included in the original scope of work.
