Recognize $200,000 in additional property tax revenue and appropriate to General Manager's <br />Other Professional Services account (10-200-2359-000). <br />2. Authorize General Manager to enter into an agreement with Willdan Financial Services <br />(WILLDAN) in the amount not to exceed $147,425 for the Special Tax Analysis, Public Opinion <br />Survey, and Related Professional Consulting Services project. <br />3. Authorize the General Manager to execute other documents and agreements necessary to <br />effectuate this project up until, but not including, WILLDAN's preparation of the required <br />documents associated with the formation of a Community Facilities District. <br />DISCUSSION <br />History <br />The Conejo Recreation and Park District was formed in the Fall of 1962 when over 80% of the <br />voters agreed to create an independent recreation and park district to serve the growing Conejo <br />Valley community. The population at the time was estimated at less than 19,000. The District has <br />grown along with the Conejo Valley and the City of Thousand Oaks and there are now over 60 <br />parks and facilities with over 1,000 acres of developed park sites, plus multiple community <br />centers, historic structures, museums, community pools, and special facilities. Plus, in conjunction <br />with the City of Thousand Oaks, through COSCA, CRPD helps to conserve and manage over <br />12,000 acres of publicly -owned open space.
