W[.AN`G F crl COMMUIVfTY PARK <br />DESICsN,'DEVECOPi LENT 4ND <br />,CONSTRUCTION DOCUMENTS . <br />and Ap <br />Project Understanding and Approach <br />As indicated in our Statement of Qualifications, LGC Valley's approach to <br />2045 Royal Avenue the site is the following: <br />Suite 125 ► Assess the ancient landslide mass in order to determine its <br />Simi Valley, CaIifomia 93065 characteristics and supplement the working hypothesis concerning the <br />orientation and geologic structure of the bedrock at depth. <br />► Determine if more than one weals plane exists in the soil column <br />that may affect the proposed development in light of the interpreted <br />structural conditions. <br />► Determine the strength of the various soil types in the rock column to <br />verify or modify the previous assumptions. <br />In addition and as previously stated, we will review our findings carefully <br />relative to the proposed design. Understanding the interplay between <br />the geologic structure, the physical characteristics of the site's soils, <br />and the influence of groundwater and its controlling factors to the site <br />design will determine the geotechnical mitigation options available <br />for site construction and project development. The ultimate goal of <br />our geotechnical recommendations/options is to help maintain (from a <br />geotechnical point of view) that the final design of the Lang Ranch Park <br />can be as close as possible to the original approved Master Plan Design. <br />Based on our visual assessment of the site along with our review of <br />numerous reports prepared by others for the surrounding areas, it is <br />anticipated that no additional significant changes to the main landslide <br />mass will result from our studies. That is, we do not -anticipate that we will <br />determine the basal rupture surface from our work. This is because the <br />previous data of the area. as reviewed by us does not have a consensus as- to <br />the base of the ancient landslide or its direction of movement. In addition, <br />we are confined by the limits of the site because the ancient landslide <br />continues far off-site; we cannot explore everywhere we may wish to <br />explore. Further and most importantly, all previous reports we have <br />reviewed indicate stable conditions will remain at the site unless significant <br />changes to the groundwater regime occurs. In essence, it does not seem <br />feasible or worthwhile that our work should attempt to solve this deep- <br />seated puzzle because we are confined by the limits of the site, the limits of <br />the available data and in the end, it likely will have no significant effect to <br />the stability of the ancient landslide mass. <br />However, we do anticipate that our proposed investigation will lead to a <br />greater knowledge of the internal rotation of blocks within the landslide <br />mass and the general conveyance of groundwater at the site, because this <br />will be our primary goal.
