CMX will concurrently prepare. agendas of possible (continued) components and programs of the sports fields and courts to be used in discussions with the District. Based on results of the biology survey, geotechnical investigation and input from the District, the Project Team will then prepare descriptive and colorful exhibits that will be used in presentations to the District, the Thousand Oaks Planning Commission, the Thousand Oaks City Council and the Citizen's Design Review Panel. Based on.input and recommendations received as a result of these presentations; the Project Team will work with the District on refining and completing the design development plans. P S O M A S Construction -documents will then be prepared by all members of the Project Team. Psomas will complete the rough grading plan based on recommendations provided by LGC and will assist in obtaining a grading permit so that construction may begin. Psomas -will, have obtained all jurisdictional permits necessary for grading to begin including required permits from the City, County, State and Federal agencies. Included in the construction documents will be a complete set of improvement plans from the civil engineer, the Iaindscape architect, the sports field and courts consultant and the architect. All members of the team will work cohesively with the District so that all project components are accurately represented on each team member's plans. In addition to the rough grading plan, Psomas will prepare a fine grading and drainage design plan and horizontal control plan that will allow for survey and construction of all improvements. The fine grading and drainage plan.will provide all drainage devices and specifications to accommodate the site drainage. This system will comply with the Ventura County Watershed Protection District requirement of detaining stormwater runoff on-site so that the pre -development flows are not exceeded by post -development stormwater flows. Innovative detention solutions will - be implemented so that a minimal area of usable pad will be required for detention facilities. One possible solution to be investigated is the use of over -sized pipes for the subsurface drainage of the baseball fields that may also provide storm water storage capacity to meet the detention requirement. Psomas will also prepare a SQUIMP that will provide all recommendations necessary to achieve adequate runoff quality as required by the State Water Resources Control Board. Off-site street improvements will also be provided including a traffic signal at the intersection of Westlake Boulevard and Rainfield Avenue.
