Reaffirm Board approval on April 16, 2009 for appropriation of $2,350,000 - $350,000 from general <br />fund balance and $2,000,000 from fund 62 fund balance - to C1P project account 62-802-811-80502- <br />001. <br />2. Reaffirm Board approval on April 16, 2009 of authorization for General Manager to execute a contract <br />with PSOMAS in the amount of $2,258,000 plus an approximate 10% contingency amount of <br />$226,800, totaling $2,484,800, for the design of Lang Ranch Community Park. <br />DISCUSSION <br />Background <br />Attached is the April 16, 2009 Board report including the original contract with PSOMAS. Since that time, <br />the Ventura County Superior Court has issued a ruling which requires additional environmental work. <br />PSOMAS is a full service engineering firm which has the capability with in-house and sub -consultants to <br />perform the additional environmental and design work related to compliance with the Court's ruling. The <br />comprehensive scope of work for the additional work is currently being developed in detail; PSOMAS <br />provided a preliminary proposal for approximately $103,000. <br />The additional work is within the originally budgeted contingency amount and therefore no additional <br />appropriation is required. <br />STRATEGIC PLAN COMPLIANCE <br />Meets 2009 Strategic Plan Element 2.3 Maintain the 10 -year Capital Improvement Plan. Regularly update <br />the 10 -year Capital Improvement Plan to prioritize projects and effectively plan and allocate future <br />resources. As capital funding allows, execute, implement and develop projects each year in accordance <br />with the plan.
