Holt, Director FROM: Jim Friedl, Assistant General Manager DATE: September 1, 2005 SUBJECT: Adoption of Mitigated Negative Declaration for Conejo Creek Northwest Quadrant Dog Park Lighting Project PROPOSAL Staff recommends that the Board of Directors take action on the attached Resolution No. 090105-A to adopt the final mitigated negative declaration (MND) for the construction and operation of Dog Park Lighting Project at Conejo Creek Northwest. Approval of the Resolution would also constitute the Board's adoption of the Findings of Fact, and a the Mitigation Monitoring and Reporting Program pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines. Should the Board adopt the Resolution, the Planning Commission for the City of Thousand Oaks is scheduled to consider the Development Permit modification application for the proposed dog park lighting project at its regularly scheduled meeting on September 12, 2005. BACKGROUND Procedural Background: The District's Master Plan identifies the Conejo Creek Park as a "Districtwide Park" intended to serve residents throughout the entire District. Conejo Creek Park Master Plan was approved by the Conejo Recreation and Park District Board in the late 1990's after community focus group input, community meetings and public hearings. On September 16, 1999, the City of Thousand Oaks approved Development Permit (DP 99-754) which provided for park improvements on the northwest quadrant of Conejo Creek Park, including a dog park, community garden, parking lots, landscaping and equestrian arena lighting. The dog park is located in the northeast corner of the park bounded by the 23 freeway to the East, Avenida de las Flores to the North, an equestrian park to the South, and community garden to the West. The dog park was opened to the public on June 23, 2001. On October 24, 2003, the District filed a permit modification application with the City of Thousand Oaks to include lighting at the dog park and parking lot.
