It is the opinion of staff that this partnership will provide a community benefit <br />particularly in the southwestern portion of the District and compliment other <br />facilities in the north. The fact that the pool can be covered at the initial <br />construction stage is both cost effective and advantageous from a programming <br />standpoint. Further, funds can be made available from the insurance trust <br />account, which was recently bolstered with the first of the McCrea Ranch <br />reimbursements. <br />As envisioned, an agreement would be prepared if, in fact, the Board commits to <br />the funding proposal, and the funds would then be transferred at such time as <br />they are required during construction, thereby establishing the loan anniversary <br />date. <br />Attached for your review are copies of the 1992 agreement and accompanying <br />Memorandum of Understanding, which may well serve as guidelines for <br />subsequent agreements. <br />Recommendation <br />1 Commit funds in the amount of $550,000 as a loan to the Southeast <br />Ventura County YMCA for the purposes of constructing an indoor pool at <br />the Miller Brothers YMCA facility in Dos Vientos Ranch. <br />2.
