For purposes of this <br />3 section, the determination of whether a director's activities on <br />4 any specific day are compensable shall be made pursuant to <br />5 Article 2.3 (commencing with Section 53232) of Chapter 2 of <br />6 Part 1 of Division 2 of Title 5 of the Government Code. <br />7 Reimbursement for these expenses is subject to Sections 53232.2 <br />8 and 53232.3 of the Government Code. <br />9 SEC. 41. The Legislature finds and declares that transparency <br />10 in the activities of local governments is a matter of statewide <br />11 concern and not merely a municipal affair, as that term is used in <br />12 Section 5 of Article M of the California Constitution. Therefore, <br />13 this act shall apply to charter cities, charter counties, and charter <br />14 cities and counties. <br />C <br />92 <br />
