Approval Of Conejo Acceptance Of Title Equestrian Center Site Authority (MRCA) Open Space Conservation Agency (COSCA) To Approximately 20 -Acre Rancho Potrero From Mountains Recreation And Conservation Friedl provided background information, referenced a map and identified relevant sites. He said the reason for the requested transfer is to allow the City to process the necessary land use permit applications related to improvements at the equestrian center site at Rancho Potrero; approval of the transfer has been granted by the City and COSCA; COSCA will hold title to the site; the City will be the lead agency and will assume responsibility for the site and for any prospective property taxes; and the site will continue to be designated parks and open space. Lange said that MRCA approved the transfer August 3. Jacobsen suggested that "subject to design presentation and approval" be added to the recommendation. Holt maintained there was no need to change the recommendation. Ward provided additional background information, and noted that COSCA will own the land and lease it back to the City. Gibson requested that staff ensure that the deed is restricted. It was moved by Holt, seconded by Lange, and carried 4-0 to approve COSCA acceptance of title to the approximately 20 -acre Rancho Potrero equestrian center site from Mountains Recreation and Conservation Authority (MRCA). B. Authorization Of Staff To Work With City Of Thousand Oaks And California Lutheran University (CLU) To Negotiate Agreement To Provide For Public Use Of New Aquatics Facility At CLU Friedl noted the presence of Dan Kuntz, Tom Dodd and Matt Warshaw of CLU. He provided background information, including details of the aquatics complex, which will include both a 50 -meter competitive pool and a smaller teaching pool. He stated that due to financial constraints, CRPD has not had the means to independently provide a major swimming complex as identified in the District's Master Plan; with CLU's North Campus Athletic Complex now under construction, the District has an opportunity to partner with CLU and the City to provide such a facility to the community at a shared cost; further negotiations are necessary to determine time and costs associated with access to the 50 -meter pool and whether additional investment into related
