Walnut Grove Equestrian Center Master Plan <br />Hare briefly reviewed the District's history with Ride On since the partnership began <br />and introduced Bryan McQueeney, Director of Ride On Therapeutic Horsemanship. <br />McQueeney presented details of the draft master plan, which include recycling the two <br />existing barns; grading out the lower pad; relocating the caretaker trailer and office <br />trailer and constructing a small covered arena. These improvements would allow for 2- <br />3 tracks of service occurring concurrently and ease access to the facility for participants <br />and their families. If approved, the project will proceed in a phased approach; it's <br />anticipated to be a 4 — 10 year process as Ride On raises funds. The plan is to have <br />as minimal an impact as possible on services during construction. Upon approval, <br />District staff will continue to work with Ride On staff to further develop the plan and <br />bring back a more refined concept to the Board. It was agreed that this plan would be <br />presented to be Board within 90 days, with a funding plan. <br />It was moved by Gibson, seconded by Jones and carried 5-0 to: <br />1. Approve Walnut Grove Equestrian Center Draft Master Plan; and <br />2. Authorize staff to work with Ride On representatives to finalize Walnut <br />Grove Equestrian Center Master plan, conduct neighborhood outreach, <br />and return to the Board with a Final Master Plan and appropriate <br />environmental analysis. <br />B. Progress Update for Sapwi Trails Community Park; License Agreement with <br />Southern Californian Edison; and Grant Agreement with City of Thousand Oaks <br />Hare introduced Andrew Mooney, Park Planner, who presented a progress update of <br />Sapwi Trails Community Park. Specific user groups have been consulted -- Thousand <br />Oaks Soaring Society (TOSS), Conejo Disc Golf Club, and the Bike Enthusiasts (an <br />informal group working toward formalization.) The current timeline has the project <br />going out to bid in late spring of this year and major construction beginning in late <br />
