Over the next few months, (spring of 2015) CRPD staff met with Ventura County Area Agency on <br />Aging (VCAAA) staff to devise a new model which would allow an expanded "cafe -style" option <br />while retaining the SNP. Fortunately, VCAAA valued the relationship with CRPD collaborated on <br />a new working relationship. They proposed moving CRPD from a Contractor Agreement to a <br />Vendor Agreement, which allowed the SNP to continue in a new capacity. <br />At its July 16, 2015 meeting, the Board authorized the General Manager to sign an agreement <br />with VCAAA for the Purchase of Services. VCAAA would reimburse the District $7.00 for every <br />SNP meal served at the cafe, and the District would then pass the $7.00 on to the cafe operator <br />for preparing and serving the meal. <br />The GACC dining hall was remodeled in the late summer and fall of 2015. A contract was <br />established with the new concessionaire, "Chef It Up", and by mid-January, 2016, the new <br />program was up and running. Early on, the revenue coming in was less than the numerous <br />expenses that the operation incurred. The relationship with "Chef It Up" concluded on November <br />30, 2016. <br />Once "Chef It Up" gave notice, staff went out in to the community to seek a new vendor. They <br />met with several private restaurant owners, the manager of food services at Los Robles <br />Greens/Civic Arts Plaza, as well as a representative of Sodexo Foods, the company that provides <br />food services at California Lutheran University and numerous senior living complexes. These <br />meetings were informative and the one message that was stated over and over was that even <br />with additional food services beyond SNP, the volume would not be enough for a significant profit. <br />The cafe was a "service" venture rather than a "profit, or business" venture. This is not to say <br />some money could not be made, just not what a private restaurateur would see as worthwhile. <br />Beginning on December 1, 2016 to the present, GACC and Conejo Senior Volunteer Program <br />(CVSP) full-time staff have been running the kitchen -- purchasing, prepping and serving the SNP <br />meals. <br />To accomplish the original vision of fresh, healthy SNP meals and additional meals served outside <br />of SNP that are also healthy and affordable, with extended hours of operation in a warm, inviting <br />environment, and as a potential revenue stream for CSVP, staff is recommending a new position <br />of Cafe Specialist/Manager be added. This position would eliminate the necessity of an outside <br />concessionaire, and allow for a focus on service consistent with the rest of the CRPD. <br />It should be noted that the VCAAA Agreement for the purchase of services (reimbursement to <br />CRPD) was amended January 11, 2017 from $84,807.00 to $91,030.50. <br />It is anticipated that the cost of this position will be covered by the program revenue. <br />STRATEGIC PLAN COMPLIANCE <br />Meets 2016-2020 Strategic Plan Element 6.1 Perform regular updates to District job descriptions. <br />The specific tasks and responsibilities of positions will evolve somewhat over time and will also <br />
