Holt, Vice Chair <br />Joe Gibson, Director <br />Ed Jones, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Authorize General Manager to enter into a three-year contract with one additional option year with <br />Venco Western, Inc. for weed abatement services in the total annual amount of $221,500; <br />$66,525 for Conejo Open Space Conservation Agency owned parcels; $51,337 for Conejo <br />Recreation and Park District owned parcels; $91,964 for the City of Thousand Oaks owned <br />parcels; and $11,674 for Conejo Valley Unified School District owned parcels. <br />DISCUSSION <br />In 2012, staff worked with City of Thousand Oaks representatives to combine the District weed <br />abatement responsibilities with the City of Thousand Oaks weed abatement responsibilities. The <br />District would be responsible for administering the District and COSCA owned parcels. As per <br />the Joint Powers Authority between the City and the District that formed COSCA, the District is <br />responsible and has historically entered into contracts for the field maintenance and operations <br />of COSCA. The combining of the agencies' responsibilities would allow for more effective contract <br />administration and cost savings for the agencies. As a result of the agencies' efforts, a contract <br />was awarded by the respective agencies to Venco Western, Inc. <br />As the current contract is set to expire this season, District staff worked with City staff, and invited <br />School District staff to participate in the process, in developing a Request for Proposal for the <br />weed abatement services for the four agencies. Adding the Conejo Valley Unified School District <br />brings the total contract to nearly 18.5 million square feet. <br />City staff advertised a notice to potential proposers for the weed abatement services. From this <br />notice, eight organizations submitted proposals on January 17, 2017.
