In this case, the project is renovating the existing meeting room with tenant <br />improvements. <br />Old Meadows Park Playground Improvement Project <br />For the Board consideration and approval, District staff believes the Old Meadows Park <br />Playground Improvement Project qualifies for a Class 3 Categorical Exemption, pursuant to <br />Section 15303 of the CEQA Guidelines. Class 3 exemptions include construction of limited <br />numbers of new, small facilities or structures. In this case, the project is completing the final <br />phase expansion of an existing playground. <br />DISCUSSION <br />As the projects are located at the same facility and were ready for bidding at the same time, in <br />order to provide a more effective and efficient bidding process, as well to limit construction <br />disturbance to the use of the center and playground in the same time frame, these two park <br />improvement projects (Old Meadows Park Meeting Room Renovation and Playground <br />Improvement Project) were combined into one package. <br />A Notice Inviting Bids was advertised in the Ventura County Star, Construction Bidboard, Inc., <br />Builder's Notebook, Ventura County Contractor's Association, Inc., and posted on the District <br />website. Thirteen interested bidders attended the mandatory pre-bid meeting held at the site on <br />Tuesday, February 218t. Recommendation for award is based on the base bid. EJS <br />Construction is a qualified Contractor, with a B contractor license, and they have performed <br />projects of similar size and scope. <br />
