Large and Small Pavilions and Storage Building <br />For the Board consideration and approval, District staff believes the project qualifies for a Class <br />3 Categorical Exemption, pursuant to Section 15303 of the CEQA Guidelines. Class 3 <br />exemptions include construction of limited numbers of new, small facilities or structures. In this <br />case, the project is constructing new large and small pavilions and storage building. <br />DISCUSSION <br />In December 2015, the Board approved a contract with Greg Korn Architect (GKA) to provide <br />architectural design services for Dos Vientos Community Center and Park Improvements, <br />including storage addition, exterior shaded programmable area, existing office renovation, and <br />further development of existing secondary entryway. <br />In January 2016, GKA completed construction plans and processing with the City of Thousand <br />Oaks. The District combined the architectural package with landscaping plans prepared by <br />District staff for a complete project. <br />A Notice Inviting bias was advertised in the Ventura County Star, Construction Bidboard, Inc., <br />Builder's Notebook, Ventura County Contractor's Association, Inc., and posted on the District <br />website. Twelve interested bidders attended the mandatory pre-bid meeting held at the site on <br />Tuesday, February 21s1. Three bids were received and were opened at 11:15 a.m. on Tuesday, <br />March 14th <br />The low bid received from United Construction meets all the required specifications. <br />Recommendation for award is based on the base bid.
