February 16, 2017 <br />Page 4 <br />C. Heater Purchase and Installation for Community Pool at CLU in the amount of <br />$44,417.02 <br />Hare discussed the need to replace the heater at the CLU community pool as the <br />current heater is failing. Three estimates were received. Staff recommends two <br />Raypak 992C heaters from Commercial Aquatic Services; due to ease of operation, <br />location of facility in Oxnard for staff training, parts and service availability, and <br />recommendation from pool staff. Benefits include higher efficiency, reduced <br />maintenance and utility costs, cost savings when testing, and reduced down time as <br />there will be two heaters instead of one. Hare fielded questions and comments from the <br />Board. <br />It was moved by Jones, seconded by Holt, and carried 4-0 to: <br />Award the purchase and installation of two Raypak 992C heaters for <br />the Community Pool at California Lutheran University in the amount of <br />$44,417.02. <br />2. Appropriate $44,500 from 62 Fund Balance to project 62-803-852- <br />80802.005. <br />D. Re -Adoption of Investment Policy <br />Lewanda recommended that the Board re -adapt the District's investment policy, which <br />remains unchanged from the prior year. <br />It was moved by Huffer, seconded by Holt, and carried 4-0 to adopt the District's <br />investment policy. <br />9. ITEMS FOR DISCUSSION <br />A. Rasnow Family Open Space Acquisition (approx. 82 acres — south end of Ventu <br />Park Road approx. one mile south of Lynn Road) <br />Friedl reviewed the proposed acquisition of 82 acres of open space from the Rasnow <br />family that was approved by the COSCA Board of Directors on February 8, 2017. After <br />the Rasnow family approached the City in October 2012 regarding transferring this <br />land, the COSCA Board established a committee that included Chair Rorie Skei and <br />Mayor Claudia Bill -de la Penia, to work with COSCA staff and the family. Up to this <br />point, public access to the Los Robles Trail is through a revocable license agreement <br />with the Rasnow family. Acquisition will be funded by COSCA's Recreation and Open <br />Space Endowment Fund. Friedl expressed appreciation for the hard work done by the <br />committee to make this transfer happen, and to the Rasnow family for their generosity. <br />
