• TOSS will assist, under CRPD's direction and approval, with instruction and programs at <br />Westlake Upper Terrace for the furtherment and betterment of the sport of model <br />sailplanes. <br />• TOSS will require pilots of model sailplanes to be members of AMA or accompanied by a <br />TOSS member. TOSS is sanctioned by Academy of Model Aeronautics (AMA) and as <br />such, members must follow AMA guidelines and rules. <br />• TOSS will advise CRPD on continued Westlake Upper Terrace development and <br />operations. <br />• CRPD will allow TOSS to utilize Westlake Upper Terrace during scheduled use at no cost. <br />• CRPD will coordinate with TOSS so that TOSS may host annual contests, competitions or <br />fundraisers attended by pilots from regional clubs and from the AMA, at Westlake Upper <br />Terrace. <br />CRPD will coordinate with TOSS to insure safe access to the property and safe use of the <br />Westlake Upper Terrace. <br />• Initial term is one year commencing October 20, 2016 and ending October 19, 2017, and <br />is subject to annual renewal by mutual agreement of both parties. <br />A similar agreement with TOSS was approved by the Board in March 2015 and expired in March <br />2016. Due to delays in the approval process of the Sapwi Trails Community Park project, no <br />permitted use by TOSS took place during the initial term and both parties agreed to let the original <br />agreement expire. As.the project was recently approved by the City of Thousand Oaks Planning <br />Commission, staff recommends the agreement be approved. <br />STRATEGIC PLAN COMPLIANCE <br />Meets 2016 Strategic Plan Element 3.2.5: Continue to seek partnerships, collaborations and <br />sponsorships (cash or in-kind) to offset capital facility and recreation programming costs. <br />Meets 2016 Strategic Plan Element 4.6: Local non-profit organizations. Maintain and build <br />relationships with local non-profit organizations engaged in activities consistent with the District's <br />mission.
