DISCUSSION Flying model sailplanes has grown into a national sport, with an estimated 170,000 registered Academy of Model Aeronautics (AMA) members and over 2,400 clubs. The local club, TOSS (AMA Club 1493), was formed in 1981. As a result of several community wide meetings, the District approved a master plan for Sapwi Trails Community Park which included an area, the Westlake Upper Terrace, suitable for model sailplanes. TOSS members have provided dozens of volunteer hours in the planning and development of the Westlake Upper Terrace. Furthermore, TOSS desires to work with the District to continue to promote the sport of model sailplanes, with participation locally and regionally. Additionally, TOSS desires to continue to assist the District in the maintenance and operation of the Westlake Upper Terrace. Highlights of the agreement include: • TOSS will be the primary community permitted group at the Westlake Upper Terrace. • TOSS will assist and coordinate, under CRPD's direction and approval, with the improvements to, and maintenance of, the Westlake Upper Terrace. Any improvements to the course shall be the sole property of CRPD.
