Holt, Director <br />Joe Gibson, Director <br />Ed Jones, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Date: October 20, 2016 <br />To: Board of Directors <br />From: Jim Friedl, General Mana <br />Subject: Agreement with Thousa aks Soaring Society for Use of Westlake Upper <br />Terrace Area at Sapwi Trails Community Park <br />RECOMMENDATION <br />Authorize General Manager to enter into an agreement with Thousand Oaks Soaring Society <br />(TOSS). <br />DISCUSSION <br />Flying model sailplanes has grown into a national sport, with an estimated 170,000 registered <br />Academy of Model Aeronautics (AMA) members and over 2,400 clubs. The local club, TOSS <br />(AMA Club 1493), was formed in 1981. <br />As a result of several community wide meetings, the District approved a master plan for Sapwi <br />Trails Community Park which included an area, the Westlake Upper Terrace, suitable for model <br />sailplanes. <br />TOSS members have provided dozens of volunteer hours in the planning and development of the <br />Westlake Upper Terrace. Furthermore, TOSS desires to work with the District to continue to <br />promote the sport of model sailplanes, with participation locally and regionally. Additionally, TOSS <br />desires to continue to assist the District in the maintenance and operation of the Westlake Upper <br />Terrace. <br />Highlights of the agreement include: <br />• TOSS will be the primary community permitted group at the Westlake Upper Terrace. <br />• TOSS will assist and coordinate, under CRPD's direction and approval, with the <br />improvements to, and maintenance of, the Westlake Upper Terrace.
