In addition to the Quimby ordinance, many local agencies have put in place a "park impact fee" <br />which requires a "Nexus Study" to measure the impact new residents (or workers/customers/ <br />visitors) place on the public park lands and facilities. A park impact fee (which is separate from <br />a Quimby fee) may be imposed on all development - - - residential, commercial and industrial. <br />Park impact fees have become more common among California agencies (since Quimby fees <br />only apply to residential development and may not be sufficient in and of themselves to <br />complete public parks and alleviate the impact of new development). <br />The City of Thousand Oaks is approaching build -out and the square footage of planned new <br />development which may be subject to such a fee may or may not warrant the establishment <br />and imposition of such a fee. A "Nexus Study" may help to answer that question. In addition, <br />since such a fee would be created and implemented via the development approval process, <br />the City of Thousand Oaks would be a critical partner in the establishment and implementation <br />of such a fee through its ordinances and the conditioning process associated with permitting of <br />new development. <br />In addition to performing a Park Impact Fee Nexus Study, the consultant will be asked to <br />review the application of the existing Quimby ordinance to residential development within the <br />Thousand Oaks Boulevard Specific Plan. This area had largely been limited by zoning laws to <br />commercial development, but under the recently approved Specific Plan, there may also be a <br />mix of residential and commercial uses.
