District staff began to think that we could serve the needs of more senior patrons, provide a <br />variety of quality affordable food, and potentially create a revenue stream for the Conejo <br />Senior Volunteer Program if we established a restaurant in the kitchen and dining room space. <br />In addition to the variety of freshly prepared food and the extended service time, it was thought <br />that the change would provide better service and more opportunity for socialization. <br />So District staff met with City staff and senior leaders from the Conejo Senior Volunteer <br />Advisory Council, the Council on Aging, and the Goebel Senior Commission to get their <br />feedback. All involved thought it was a great idea, as long as: <br />1. There could be sharing of the kitchen with Goebel Center programs, and <br />2. A voucher program of some type was in place to provide meals for those low-income <br />seniors in need. <br />Because of the excitement and favorable feedback, staff began to work with City staff to <br />formulate a plan. In April 2014, District staff requested proposals/qualifications RFP to provide <br />food vendor/cafe operations at the Goebel Adult Community Center. We also contacted the <br />County to discuss our intentions of terminating the contract and what that would entail. <br />As a result of the RFP process, staff is currently discussing a variety of topics and issues with <br />a potential Food Service Provider, Chef It Up! LLC, including capital improvements, the <br />expanded menu, and expanded hours of operation to potentially include breakfast. <br />In order to move forward with the process, staff must provide the Ventura County Area Agency <br />on Aging a 120 -day notice with the District's intent to terminate the contract. If the Board <br />approves staffs recommendation, the following is a rough schedule for the Goebel Cafe: <br />March 1, 2015 120 -day notice to Ventura County Area Agency on Aging of intent <br />to terminate <br />June 4, 2015 Agreement with Food Service Provider at Board meeting <br />July 1, 2015 Remodel/preparations for re -opening <br />September 1, 2015 Re -open <br />If the District and Chef It Up, LLC do not reach a mutually -beneficial agreement, it is staff's <br />intent to continue with the plan to remodel/prepare for a re -opening in September 2015.
