Holt, Director <br />Joe Gibson, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />From: Jim Friedl, General Manage <br />Subject: Goebel Adult Community Caf6 — Proposed Operational Changes and <br />Notice of Termination of Senior Nutrition Grant <br />RECOMMENDATION <br />Authorize General Manager to notify Ventura County Area Agency on Aging of Conejo <br />Recreation and Park District's intent to terminate contract regarding Senior Nutrition Grant. <br />DISCUSSION <br />Since the inception of the agreement in 1974 between the City and CRPD to operate a senior <br />center, Ventura County has had a senior nutrition program onsite. There was a program at the <br />previous senior center on Conejo School Road and the program transitioned to the new center <br />over 20 years ago. <br />Originally, the nutrition program was federally -funded and administered by the County. Over <br />the years, the federal grant money has continued to shrink and cities and other organizations <br />were asked to fundraise and contribute to the program. <br />About ten years ago, the City took over the administration of the program from the County with <br />assistance from Senior Concerns and CRPD. About five years ago, the City decided that it <br />could no longer administer the grant and the responsibility fell to CRPD. CRPD now <br />administers the grant with assistance from Senior Concerns and the funding continues to be <br />unstable. <br />Through this process, the record keeping and CRPD staff time required to administer the <br />program continues to grow and the food quality diminishes. Whereas seniors used to receive <br />a freshly prepared entr6e, the County now provides frozen Lean Cuisine. <br />Currently, there is one seating per day and an average of 50 seniors per day participate. Many <br />times, we are below the grant standards for number of meals served.
