December 4, 1997 <br />Page 5 <br />It was moved by Gillette and seconded by Holt to approve the Phase it <br />development of the west end of Pepper Tree Playfield, consisting of the <br />development of fields 6 and 7, including grading, irrigation, turf, and <br />landscaping and that the exit road from the existing parking lot to Old <br />Conejo Road be fully constructed per Park District standards and <br />requirements. Further, that a Memorandum of Understanding be <br />updated between AYSO and the Park District that clearly defines any <br />impacts and mitigation measures that will be required to proceed with <br />the project and also states the final phases of development to complete <br />the project as agreed to in 1994. Finally, that staff investigate and <br />attempt to resolve the Reino Road parking issue and the unauthorized <br />use of facilities on Sunday by out -of -district users, and, in order to limit <br />District liability, audit and modify, if appropriate, the agreement between <br />AYSO and Pepper Tree Industrial Park. <br />Board members stated their support of children's activities and AYSO's <br />commitment to that effort. Jacobsen noted that the District must support the <br />changing needs of the community. Gillette requested that staff contact Ms. <br />Mackey and identify a contact person. <br />The motion carried 5-0. <br />Jacobsen said that various strategies would be examined to restrict <br />unauthorized use of the field. <br />The meeting was recessed at 9:10 p.m. and reconvened at 9:21 p.m. <br />B. Approval To Newbury Park Rotary To Conduct Oktoberfest '98 At <br />Conejo Creek North <br />Washington stated that this was an annual request, a good working <br />relationship exists between the District and the Rotary, and he encouraged <br />the Board to approve the recommendation. He noted the presence of Linda <br />Norbert, event chair. <br />It was moved by Gillette and seconded by Berger to authorize staff to <br />issue a permit and execute the appropriate fees to Newbury Park Rotary <br />to conduct its Oktoberfest celebration at Conejo Creek North Park on <br />Sunday, September 13,1998. <br />In response to Holt's inquiry, Washington said that there has been no <br />problems with the car display in the past.
