December 4, 1997 <br />Page 4 <br />the AYSO program, philosophy, and growth. He said that AYSO is willing to <br />pay for the improvements, including the secondary exit road, which would <br />alleviate much of the traffic congestion; a uniformed security guard has been <br />hired for Saturdays for informational purposes; currently most mid -week <br />practices are scheduled elsewhere; Sunday use of the facility would be <br />limited to possibly one day a year; and AYSO will work with District staff to <br />make the fields less desirable for non -permit users. He read a letter of <br />support from Dan Spar, the property manager of the nearby business park, <br />granting permission to use the parking lot on Saturdays <br />In response to Gillette's inquiry, Behrend said that AYSO has named the <br />business park and each of its tenants as additional insured. Gillette <br />requested that the District also be named as an additional insured. Behrend <br />said that there is abundant neighborhood surveillance of the Pepper Tree <br />facility. <br />John Anderson stated his support of the AYSO proposal, and noted AYSO's <br />cooperative spirit. He said that government agencies have a responsibility to <br />provide common use infrastructure needs, currently there is a good shared <br />use of the facilities, and he urged that the trail be left as packed dirt. <br />Christina Rollins referenced the original meeting and noted the agreement <br />reached at that time. She expressed concern about the anticipated increase <br />in noise from two fields and parking problems. She said she was impressed <br />with the cooperative spirit of AYSO, and she identified the petition with 11 <br />signatures of adjacent homeowners, whom she said opposed the proposal. <br />Tom Reyes said that AYSO supports the values of respect and cooperation, <br />profanity is not tolerated, parking concerns can be alleviated, and, due to lack <br />of facilities, not every child is able to play. <br />Charlene Niemi referenced the original meeting and agreement. She stated <br />her concern about the issues of possible future repudiation of agreements, <br />profanity, and parking. <br />Trish Kellogg stated her support of the proposal, urged that the proposal be <br />given a chance, and pledged that the users would be good neighbors. <br />Written statements in support of the proposal were submitted by Bert Sandy, <br />Jan Spaulding, Brad Jordan, and Pam Jordan. John Anderson <br />requested that user fees be charged and reimbursed to AYSO. <br />Jacobsen declared the public hearing closed. <br />
