Public Hearing Regarding The Approval Of Phase it Development Of <br />Pepper Tree Park And A Memorandum Of Understanding Between <br />AYSO And The District That Defines Project Impacts And Mitigation <br />Measures And States Final Phases Of Development <br />Sorensen reviewed recent relevant events, and the process of community <br />planning, involvement, and notification. <br />Gilmore identified the current site layout, surrounding area, and proposed <br />components, and reviewed the historical context of the site. He noted that, <br />as part of phase 2, AYSO is requesting two fields versus one as initially <br />proposed. He discussed points of consideration, including parking, traffic, <br />entrance and exit issues, noise, mid -week practice, and Sunday use of the <br />two new fields. <br />In response to Board questions, staff stated that: the noise differential <br />generated by one or two fields would not be appreciable; requests for <br />amplified sound requires permission by the General Manager; Sunday field <br />use would be by permit only, appropriate signage would be posted, and <br />AYSO would be obligated to ensure compliance; there is no funding to <br />enhance the current jogging path; soccer fields would promote future and off- <br />season site flexibility; off-site parking access is the result of an agreement <br />between AYSO and the Pepper Tree Industrial Park; Borchard Park, <br />Wildflower Playfield, and Conejo Creek North have controlled access; and <br />the area near the perimeter wall is not conducive to picnicking. <br />Gillette urged that Sunday use of the fields by permit only be enforced. <br />Gilmore noted comments by letter or phone received from the following: <br />Georgia Mackey identified parking problems and non-AYSO use of fields on <br />Sundays, and said that she did not know of a contact person to whom to <br />address problems. <br />Kathleen Jasper identified parking problems and said that she supports the <br />
