October 2, 1997 <br />Page 7 <br />Gillette commented that on the previous night, there had been a Hill <br />Canyon Recreation Authority meeting. He inquired if staff would have the <br />planning department take a look at some of the concerns expressed by Jeff <br />Alexander (i.e. trail connection, trail flexibility). Holt and Jacobsen stated <br />that in a past Executive Committee meeting, staff brought back suggestions <br />on how this facility could be utilized and felt this was a dead issue. Gillette <br />stated he felt it should be re -visited. <br />Ward commented that the status from the Joint Powers Authority Executive <br />Committee held Wednesday evening was that trail system issues were still <br />under study, with a variety of items in need of being explored. The request <br />of COSTAC, represented by Alexander who is still working as a volunteer <br />consultant and representative on that particular issue, had to do with the <br />"loop system." Ward stated staff will continue to explore this issue in <br />regards to specific issues such as cost factors, grading impacts, potential <br />safety factors, etc. Ward went on to say that some of those aspects are not <br />in the budget. Additionally, the question still remains whether or not to have <br />a multi-purpose trail down the canyon from the nature center as opposed to <br />a "pedestrian only" trail. Also some geophysical problems have come up. <br />Gillette reiterated that this project is in fact a "work in progress" and that all <br />alternatives/options need to be explored. <br />12. REQUEST FOR STATUS REPORTS AND ITEMS FOR SUBSEQUENT <br />AGENDAS <br />None. <br />13. ITEMS FROM THE PUBLIC <br />Nick Quidwai, Newbury Park, spoke on behalf of the Movement for Restoration of <br />Democratic Rights in Thousand Oaks. Quidway had the following comments: The <br />CRPD Board packets were not in their usual places (Newbury Park Library or at <br />designated table at Goebel); the Hill Canyon Regional Joint Powers Authority <br />Meeting held the previous night involving the Planning Commission and Mayor <br />Lazar's absence at the meeting, Gillette's chairing the meeting, and length of time <br />speakers had to comment, and the election issue.
