October 16, 1997
Page 6
Jacobsen said that he looks forward to the public hearing process which will identify
possible uses and enhancements of the site. He clarified that the District acts as a
catalyst, providing facilities and support for community groups to achieve their goals
and objectives.
Nick Quidwai, of Newbury Park, thanked District staff and Board for the immediate
response to his request for information. He discussed seating arrangements,
protocol, the impact of televising meetings, and other aspects and problems of
public meetings. He requested the date of the recordation of the Hill Canyon
Regional Joint Powers Authority, and he congratulated Gillette on his signage and
campaign.
Ward said that the City Attorney of the City of Thousand Oaks has indicated that the
recordation for the Hill Canyon Regional Joint Powers Authority has been filed with
the Secretary of State.
Gillette identified the following reasons for scheduling the joint powers meeting on a
night different from that on which the City Council meets. the joint powers authority is
a separate public agency, the desire to ensure adequate time, and Wednesday
evening is a compromise between the City's and District's schedules.
Quidwai discussed the bedroom tax, suggesting that the funds should be made
available to the District. He said that City officials disagreed.
14. EXECUTIVE (CLOSED) SESSION
15. ADJOURN
Jacobsen adjourned the meeting at 8:49 p.m.
Date: / 6, /997 Approved by,1
Mark H.
