He clarified that the District acts as a <br />catalyst, providing facilities and support for community groups to achieve their goals <br />and objectives. <br />Nick Quidwai, of Newbury Park, thanked District staff and Board for the immediate <br />response to his request for information. He discussed seating arrangements, <br />protocol, the impact of televising meetings, and other aspects and problems of <br />public meetings. He requested the date of the recordation of the Hill Canyon <br />Regional Joint Powers Authority, and he congratulated Gillette on his signage and <br />campaign. <br />Ward said that the City Attorney of the City of Thousand Oaks has indicated that the <br />recordation for the Hill Canyon Regional Joint Powers Authority has been filed with <br />the Secretary of State. <br />Gillette identified the following reasons for scheduling the joint powers meeting on a <br />night different from that on which the City Council meets. the joint powers authority is <br />a separate public agency, the desire to ensure adequate time, and Wednesday <br />evening is a compromise between the City's and District's schedules. <br />Quidwai discussed the bedroom tax, suggesting that the funds should be made <br />available to the District.
