October 16, 1997
Page 2
7. DEFERRED MATTERS
None
8. NEW ITEMS
A. Approval To Award Bid For Parking Lot A.C. Paving Projects At Conejo
And Triunfo Community Parks, And Glenwood Neighborhood Park
In response to Board inquiries, Welty presented an overview of the proposed
project, including the five additive alternates for Glenwood Park. She said
that: with Board approval, the project is expected to begin the week of
October 20; it is anticipated that resealing of the lots will be necessary within
three to five years; staff obtained excellent reference checks for J & H
Engineering General Contractors, Inc., which submitted the low bid; the
project is fully bonded; eight solicitations for RFP's were sent out and four
proposals were received; and no subordinate work for Conejo and Triunfo
Community Parks is planned this year, although future work is anticipated.
She discussed parking lot islands and strategies to minimize deterioration.
In response to Gillette's inquiry, Jorgensen said that only one claim has been
submitted to the District relative to parking lot islands.
In response to Gillette's inquiry, Ward said that the District does not have the
financial resources to maintain all asphalt surfaces in premium condition, and
it is unlikely that the District will be able to maintain a regular slurry seal
program for all District property. Jorgensen said that before the 1992 budget
cutbacks, a crew regularly sealed cracks and filled potholes in the winter.
Marchesano said that staff attempts to identify areas of concern, and a goal
will be to prioritize the areas needing asphalt repair and attempt to find
funding sources.
It was moved by Lange, seconded by Holt, and carried 4-0 to award the
bid for A.C. paving at Glenwood Neighborhood Park, Triunfo and
Conejo Community Parks, plus additive alternate work at Glenwood
Neighborhood Park, to J & H Engineering, and authorize staff to enter
into a contract with same in an amount of $60,024.00 and a contingency
amount of $1,500.00. Funds are to come from the Capital Improvement
accounts for Glenwood, #13-20-710-7112-298-4541-2810; Triunfo #13-
20-710-7107-298-1037-3310; and Conejo #13-20-710-7189-98-4597-3310.
