Adoption of Mountains Recreation and Conservation Authority Budget <br />for Fiscal Year 1997-1998 <br />Lange stated that Conejo Recreation and Park District now does payroll <br />services for MRCA, which is an expanded line item. Both Santa Monica <br />Mountains Conservancy and Mountains Recreation and Conservation <br />Authority have already approved the budget. <br />Gillette asked for high points/updates of activity for this year. Berger <br />responded by first defining that Mountains Recreation and Conservation <br />Authority is a joint powers agreement between Santa Monica Mountains <br />Conservancy, Rancho Simi Recreation and Park District and Conejo <br />Recreation and Park District, serving as a quick -acting arm of the <br />conservancy. A number of Conejo Recreation and Park District land <br />transfers (most) occur through this agency. Now payroll is done through <br />Conejo Recreation And Park District for Mountains Recreation and <br />Conservation Authority. High points are: <br />• Streisand Center - for conservation studies <br />Offices of Santa Monica Mountains Conservancy, technically <br />owned jointly by us, which is a $17,000,000 compound. <br />• Availability of MRCA to be a transfer agent of land donations for the <br />conservancy, acting with expedience. <br />Jacobsen inquired if a tour could be given to the Board, with the answer <br />being yes. <br />Lange said that MRCA has joint powers agreements (JPA's) with the City of <br />Santa Clarita for Canyon Country, Whittier and Lancaster/Palmdale. These <br />cities utilize MRCA's services and expertise to make land acquisitions and <br />to assist their local people who don't have the appropriate staff. <br />Sometimes, there is only a one-time need for the type of staff available at <br />MRCA. JPA's that we are able to form with other governmental agencies <br />are a benefit for all of Southern California. MRCA is probably the most <br />expedient government organization who deals with these issues. <br />
