Minutes 3-6-97 <br />Page 3 <br />Gillette said that the District must accept and interface <br />with elected representatives and governing entities. <br />Holt said that the Board understood that the homeowners <br />were not polled. <br />Laura Beth Salant, of Westlake Village, speaking for <br />herself, said that hundreds have expressed interest, <br />concern, and frustration with the issue, and she <br />personally favors placing the facility in a location <br />where it will be welcomed. She said that the facility <br />should be spacious and the process expedited, and she <br />recommended that a knowledgeable dog park representative <br />be designated to work with the District. <br />Lange said that the Board supports a logical process, <br />staff is always available for public input, the Board <br />knows there is a need, and a quality facility is the <br />intent. <br />Gillette said that he envisions a facility that would be <br />an adjunct to an existing site and adjacent to open <br />space, and the facility should be in addition to, and not <br />in place of, current usage. <br />In response to Berger's inquiries, Sorensen said that <br />each site must be evaluated separately for EPA and EIR <br />concerns, the Park and Bark organization has agreed to <br />provide liability insurance, and a number of sites would <br />meet the proposed criteria. He identified Thousand Oaks, <br />Wildflower, and Conejo Community Park as partially <br />developed neighborhood parks with undeveloped components. <br />In response to Lange Is inquiry, Sorensen said that a <br />lighting component would be a costly addition, and it was <br />not included, due to intensity of use issues. <br />Gillette suggested consideration be given to an interim <br />strategy of leasing an undeveloped site in an industrial <br />area for a possible pilot endeavor. He said such a site <br />would offer freeway accessibility, containability, <br />infrastructure, and parking facilities, and would present <br />no concerns relative to traffic or pedestrian impact, <br />residential encroachment or resistance, or light <br />spillage. <br />
