Minutes 1-23-97 <br />Page 3 <br />proposed service would necessitate an additional 20 -hour <br />per week personnel clerk, the income received from MRCA <br />would balance with the cost of the services, the <br />processing of two payrolls has gone smoothly, and the <br />adoption of the recommendation would be advantageous for <br />both the District and MRCA. <br />In response to Lange's inquiry, Jorgensen said that the <br />District would be fully compensated for all expenses, <br />plus overhead. <br />It was moved by Lange and seconded by Berger to <br />appropriate an additional $32,000 to the MRCA budget, and <br />authorize staff to proceed with providing additional <br />services to MRCA by adding an additional 20 -hour per week <br />position to the Administration Division staffing. <br />In response to Gillette's inquiry, Jorgensen said that <br />the total income to be received from MRCA would be <br />$85,000, and an additional benefit for the District would <br />be backup in the Human Resources Department. <br />The motion carried unanimously. <br />B. Review Of Off Leash Situation In District Parks And <br />Authorization To Reinstate Penal Code Section 832 <br />Authority To Crew Leader Position <br />Sorensen reviewed the scope, severity, and enforcement <br />problems of leash law violations at District parks, and <br />noted the incompleteness of relevant hard data and the <br />availability of anecdotal information from Animal Control <br />and District staff. He said that: several public safety <br />incidents have been recorded in the last year, violations <br />occur most frequently at Peppertree, North Ranch and <br />Wildflower Playfields, Conejo Creek South, Triunfo and <br />Borchard Parks; until 1988 all District field staff had <br />authorization to issue citations; and staff recommends <br />reinstatement of Penal Code 832 for Crew Leaders. <br />He recommended a modification of the recommendation to <br />state: review and comment on report and confer upon <br />selected District staff per Public Resource Code 5782.26 <br />the authority to issue citations for misdemeanor and <br />infraction violations. <br />
