Minutes 1--18-96 <br />Page 6 <br />8. NEW ITEMS <br />A. Approval Of Memorandum Of Understanding Regarding Lang <br />Ranch Neighborhood Park Development <br />Sorensen reviewed the Memorandum of Understanding between <br />Lang Ranch and the District, identifying the <br />responsibilities, rights, and financial obligations of <br />each, the design concepts and components of Phases 1 and <br />2, and archeological considerations. He noted that in <br />December of 1994 staff asked for, and was granted by the <br />Board, inclusion of the Lang Ranch park site as a capital <br />improvement project. <br />Ward discussed the history, location, and the park's <br />relationship to other area park sites and residential <br />developments in the Lang Ranch development plan. <br />Ron Gallagher, representing Lang Ranch Company, further <br />reviewed the history of the site, its geographical <br />features, vegetation plans, related real estate <br />development, and City involvement. He asked for <br />flexibility to continue to work with staff to modify the <br />MOU and refine the agreement, and he said that the goal <br />is to have the park ready by summertime. <br />Ward and Gilmore discussed parking issues. In response <br />to Gallagher's request for clarification, Ward said that <br />the recommendation includes Phase 2. <br />It was moved by Berger, seconded by Holt, and carried <br />unanimously, 5-0, to approve the Memorandum of <br />Understanding, and authorize the General Manager to <br />execute the Agreement pending any non -substantive changes <br />necessitated by legal review, and authorize the <br />expenditure of a maximum of $146,000 for Phase 1 and <br />$106,000 for Phase 2; funding to come from Park <br />Dedication fees. <br />9.
