Minutes 12-19--96
Page 6
Berger said that the motion as presented indicates a
closure to the use of Triunfo Park as a potential site
for a "dog park".
Jacobsen said he does not consider that the motion
precludes Triunfo Park from consideration if the park
were to be changed, he cannot support the use of Triunfo
Park as a site as it now is, and the exclusion of Triunfo
Park at this time is appropriate. He urged more time
for evaluation and analysis of the data.
In response to Holt's inquiry, Sorensen said that the
conceptual approval of June 13 identified Triunfo Park
as the prime location.
Holt suggested that the motion be amended to include the
words "as the initial site".
Berger said that he could support the motion if it is
understood that the intent is not to eliminate Triunfo
Park from future consideration as a "dog park".
It was moved by Holt and seconded by Berger to amend the
motion to read: To remove Triunfo Park from consideration
as the initial site for a leash free area.
Ward said that staff needs direction, and an inordinate
amount of time is being spent on the issue.
Berger withdrew his second to the amendment.
Jacobsen seconded the amendment.
Holt said that the addition of "as the initial site" does
not affect staff direction.
The amendment was carried 3-2, with Gillette and Lange
in opposition.
Gillette urged that the project move forward in a timely
manner, and said that the issue affects many in the
community beyond those interested in the "dog park". He
suggested the use of a matrix to facilitate an analysis
of alternative sites, and he said that with 14,000 acres
of community held open space and an organization willing
to fund the facility, a solution should be available.
The amended motion carried unanimously, 5-0.
