Minutes 11-21-96 <br />Page 5 <br />students attended the Teen Center Spirit Night for <br />intermediate schools, Spirit Night for high schools is <br />scheduled for December 3, "Oliver" will be presented <br />December 6-21 by the Young Artists Ensemble, and the <br />annual Silver Starlight Ball is scheduled for December <br />15. <br />C. Administration Division Report <br />Jorgensen reported that longevity checks, in recognition <br />of at least six years of service to the District, were <br />presented to over 80 percent of full-time employees. <br />Continuing, he presented a review of Ventura County <br />National Bank's proposal to continue to provide banking <br />services to the District, and he said that the bank is <br />proposing to offer a higher rate of return on the <br />District's invested funds, and staff is continuing to <br />research the bank service issue and will report back to <br />the Board. <br />Jorgensen discussed the 457 deferred compensation plan <br />for full-time District employees. He identified four <br />changes that will automatically become effective January <br />1, if not adopted sooner, and said that staff will <br />investigate liability issues relative to the Board being <br />named trustee and the impact of the changes on the <br />District's plan for part-time employees. <br />Lange said he approved of the conservative approach for <br />the retirement plans outlined by Jorgensen. Jorgensen <br />agreed with Gillette that issues and opportunities remain <br />to be researched, and he remarked that account <br />information and retirement planning can be accessed on <br />the Internet. <br />D. General Manager's Report <br />Ward reported that subsequent to the joint meeting with <br />the City Council regarding the Hill Canyon Regional <br />Recreation Facility, a subcommittee meeting was scheduled <br />for December 2 at 4:30 at the Civic Arts Plaza, and prior <br />to that, City and District staffs will prepare an agenda <br />and discussion items. <br />
