Minutes 4-16-96 <br />Page 7 <br />It was moved by Lange, seconded by Holt, and carried <br />unanimously to approve Resolution Number 041896-E, <br />adopting a preliminary budget for fiscal year 1996-1997, <br />and authorize the General Manager to publish the notice <br />of adoption; that it be read in title only and all <br />further readings be waived. <br />9• ITEMS FOR DISCUSSION <br />A. Park And Open Space Protection Initiatives <br />In response to Gillette's request, Ward presented a brief <br />overview of the proposed "Citizens' Initiative," relative to <br />the Land Use Map of the General Plan, and noted the City's <br />desire to author a similar initiative with the objective being <br />its adoption by the District, COSCA (Conejo Open Space <br />Conservation Agency), and the County. <br />Based on Board discussion, it was moven by Jacobsen, seconded <br />by Lange, and carried unanimously to direct the General <br />Manager to draft a letter to the Mayor of the City of Thousand <br />Oaks questioning the appropriateness of the District's <br />participation in the creation of an unnecessary initiative and <br />one that may detract from the good work of the City, COSCA, <br />and the District; further that safeguards, protective <br />measures, joint agreements, resolve, commitment, and <br />cooperation already exist to ensure that the stewardship of <br />park land and open space remains consistent with the <br />expectations of the community. <br />10.
