October 1, 1998
Page 2
8. NEW ITEMS
A. Public Hearing - Conejo Creek Master Plan
Sorensen reviewed the Master Plan process, focus group, and letter of
inquiry from Beverly Enterprises, and introduced Robert Takata of Takata
Associates.
Takata, referenced maps and diagrams, identified the Conejo Creek
quadrants, and reported on the topography, safety, parking and access
issues, trail systems, surrounding property and neighborhoods, various
alternatives proposed for each quadrant, including the focus group's
preferred alternatives, community concerns and input, current usage, and
site challenges.
Lange invited public comments.
Doug Nickles commended the District for its efforts and facilities, and
expressed his support for continuing the current usage of the site,
accessibility between quadrants, and the community park concept.
Lange noted that this is the third Master Plan for the site, and the changes
reflect community input.
Aileen Cabral expressed concern over the limited equestrian facilities in the
community, the proposed access road off Janss Road, the bark and park
facility, picnic area, and pond. She urged development of an improved
equestrian facility on the site, and said that it could become a profitable park
site for the District.
Barbara Kloster, a member of the focus group, also expressed concern
over the proposed access road and pond. She said that a bark and park
facility would not adversely affect the equestrian facility.
Debby Carloni, urged accommodation of the needs of all community
groups, and requested that some area be identified for a bark and park
facility.
Terri Jakobi urged that the area be recognized as equestrian, noted the
lack of community facilities for equestrian usage, and said that an
equestrian facility could be productive and profitable.
Adrienne Ankerstrom urged the planners to listen to the local community,
and not seek to include too much at the site. She clarified that the
equestrians do not want the pond or the Janss access road, and she said
the soccer fields should remain, and usage of the site by Conejo Valley
Days should not cause other uses to the sacrificed.
