Warrants, Exhibits A - E, Total $316,355.17 <br />It was moved by Berger, seconded by Holt, and carried 4-0, to <br />approve the Consent Calendar as presented. <br />7. DEFERRED MATTERS <br />A. Public Hearing - Fiscal Year 1998-1999 Budget <br />1. Proposed 1998-1999 General Fund Budget <br />Lange declared the Public Hearing open. <br />Jorgensen invited questions. In response to Board inquiries, Jorgensen <br />explained that staff is evaluating software which would facilitate faster and <br />more complete access to remote sites, and a CAD function to be used for <br />planning purposes. <br />At Berger's request, Ward reviewed methods of site acquisition, strategies <br />for meeting the cost of maintenance, the impact of the Proposition 13, and <br />the ongoing aftermath of 1992-93 tax shift. Sorensen noted that the <br />general cost of maintenance for park sites range from approximately $8,000 <br />to $10,000 per acre per year. <br />Lange noted the financial impact of EI Nino storms. <br />Matthew McLaughlin, Newbury Park, reviewed the history of the Wendy - <br />Kimber park site, and said that: extensive community support exists for park <br />site development, over 500 signatures were collected in support of that <br />goal, the neighbors want a simple, passive park with possible phased <br />development, they are willing to support the development and funding <br />effort, including solicitation of corporate sponsors, and he requested the site <br />be given the highest priority. <br />
