March 19, 1998 <br />Page 3 <br />Linda Parks spoke in support of locating the garden project at that site, and <br />she said that it would serve a broad range of people, and would be an <br />enhancement to the area. <br />David Snow spoke of the therapeutic value of community gardens, and he <br />said that available composting and organic material could be used, many <br />sites have been investigated, and he noted the advantages of the <br />requested site. <br />It was moved by Gillette and seconded by Berger to conceptual <br />approval the Conejo Valley Community Garden Project for further <br />study. <br />Gillette urged that staff remain cognizant of the needs identified for a <br />community garden; i.e., accessibility, water, parking, rest rooms, and play <br />area. <br />In response to Jacobsen's inquiry, Ward said that past community garden <br />efforts were abandoned for lack of interest. Berger and Lange stated their <br />approval of the concept. <br />Lange cautioned that the motion was for conceptual approval only, and the <br />Master Planning process must be observed. <br />The motion carried 5-0. <br />B. Acceptance Of Report On Financial Statements For The Year Ending <br />June 30, 1997 <br />Jorgensen highlighted the audit report, identified salient points, and said <br />that the report indicates that the District's financial practices adhere to <br />generally accepted accounting principles. He said that there is no single <br />audit information in the report; all general obligation bonds have been <br />retired; a <br />positive undesignated fund balance of $1.3 million exists; $17,604 was <br />paid to 15 eligible District retirees; in contrast to last years report, actual <br />revenues exceeded budgeted revenues by $200,000; and the District <br />recovered from a $600,000 deficit from the previous year. <br />
