January 22, 1998 <br />Page 3 <br />improvements to the site can be considered, and it is unknown if any future <br />development would impact the site. <br />Gina Smurthwaite, president of ETI, stated that ETI and the District have <br />enjoyed an excellent working relationship, ETI has wanted to replace the <br />arena for several years, ongoing maintenance of the much used arena is <br />costly, a new arena would contribute to a sense of security for the equestrian <br />community and would be cost effective, and if it becomes necessary to <br />relocate the arena, the relocation costs would be negotiated. <br />Don Jacobs, president of the Conejo Valley Garden Club, stated his support <br />for the proposal. <br />Sharon Noel requested that the equestrian community be involved. Gillette <br />indicated that Sorensen could explain the planning process. <br />Adrienne Ankerstrom stated that she uses the park regularly, and the use of <br />the arena contributes to equestrian safety. <br />Lynn LaBonte said that she uses the arena daily, it is in need of repair, an <br />arena is important for exercising horses, and installing pipe railing along main <br />roads would be a low cost safety enhancement. <br />Marilee Ullmann said she uses the arena daily, non -equestrians also use <br />the park, the small arena is in an unsafe condition because of needed <br />repairs, the arenas provide a safe environment in which to ride and are <br />important to those in the surrounding equestrian neighborhood, and a <br />restroom amenity and rails would enhance the facility. <br />Claude Labonte said he and his family use the arena daily, the small arena <br />need repairs and presents a danger, there is no other open space in the <br />community for equestrian use, and, for safety's sake, it is necessary to have <br />a separate equestrian area. <br />In response to Gillette's inquiry, Sorensen said that, if relocation becomes <br />necessary, it is estimated that relocation costs would be between $5,000 and <br />$9,000, cost sharing is envisioned, and he is comfortable with the proposal. <br />Lange said that durable materials should be used, so that, if relocation <br />becomes necessary, the materials can be reused. <br />
