Authorize Staff To Execute The Documents Necessary To Transfer The <br />Hope Nature Preserve (348 acres), The Olsen Channel Parcel (9 acres), <br />And The Gunston Hall Parcel (5.22 acres) To COSCA <br />Pluth referenced the documentation and indicated that periodically the City <br />and CRPD consider transfer of open space parcels held in fee by either the <br />City of Thousand Oaks or CRPD; the three parcels, held by the District, are <br />identified as open space; and the COSCA Board is expected to consider <br />acceptance of the parcels at its January 10 meeting. <br />In response to Board inquiries, Ward discussed management and procedural <br />policies of the COSCA Joint Powers Authority. He noted the historical <br />importance of Los Robles Open Space, owned by the City, and the Hope <br />Nature Preserve, donated to the District by Bob Hope, the first two parcels of <br />open space identified for management under a joint powers agency when the <br />proposal for COSCA's formation was initiated. He said the transfer will result <br />in a total COSCA acreage of approximately 8,000 acres. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to authorize <br />staff to execute the documents necessary to transfer the Hope Nature <br />Preserve (348 acres), the Olsen Channel parcel (9 acres), and the <br />Gunston Hall parcel (6.22 acres) to COSCA. <br />B. Approval Of The Grant Of Easements Entitling AT&T Access Across <br />District Parcels, 569-012-01 and 570-080-26 <br />Pluth identified the easements' locations at the pump station east of Erbes <br />Road, just south of Avenida de los Arboles, and said that the purpose of the <br />easements is strictly to access cellular communication facilities. <br />In response to Board inquiries, staff said that a three percent annual increase <br />is stipulated, the total lease income for both easements is $500 per month, <br />and the agreement can be terminated for cause. <br />
