May 18, 2000 <br />Page 2 <br />7. DEFERRED MATTERS <br />A. Public Hearing — Fiscal Year 2000-2001 Budget <br />Berger declared the Public Hearing open. <br />1. Status Report —1999-2000 Capital Improvement Projects <br />Sorensen referenced the documentation, and said that the report <br />reflects projects approved by the Board last year and carryover projects <br />to be brought before the Board in the 2000-2001 Budget. He reviewed <br />the status of current, major Capital Improvement Projects, including <br />Rancho Conejo Playfield, Conejo Creek Park Northwest Quadrant, <br />Kimber Neighborhood Park, Dos Vientos Community Park, Borchard <br />parking lot and skateboard park, and Stagecoach Inn and Park. <br />Sorensen said that the Rancho Conejo Playfield restroom structure is <br />expected to be available to the public shortly; the Camino Real Bell <br />project at the Stagecoach Inn and Park is completed; and construction <br />drawings are 95 percent complete for Kimber Park, and the dog park <br />and community garden at Conejo Creek Park Northwest Quadrant. <br />In response to Board inquiries, Sorensen explained that relative to the <br />McCrea Ranch estate home, seismic retro -fitting, not roof replacement, <br />is subject to grant funding, and although funds have been approved, <br />they have not yet been received. <br />He said that continued delays associated with Borchard Road have <br />delayed construction of the Dos Vientos Community Park until January, <br />and it is expected that the full service park and community center will <br />open in July 2001. <br />He summarized that a number of Conejo Creek Southeast projects will <br />be brought before the Board on June 22; the bid process will begin May <br />19 for the dog park; subsequent to the bid process for Kimber Park, staff <br />will be better able to determine the fiscal implications; the redesign of <br />the Borchard parking lot has increased parking capacity by 10 to 15 <br />percent; and manure dumping is no longer a problem at the dog park <br />and there are two bio -filtration units planned for the site. He reviewed <br />the proposed Avenue de los Arboles street improvements. <br />
