February 10, 2000 <br />Page 3 <br />$25,000,000 would be available to the Santa Monica Mountains <br />Conservancy for acquisition and restoration projects, AYSO (American <br />Youth Soccer Organization) and Little League are eligible for grants as well, <br />and the park bond act offers many opportunities for improvements and <br />additions to local park facilities and recreation programs. <br />Lange said that he approved of the resolution, he was pleased to see <br />support of the proposition in the media and community, and urged <br />everyone's support. <br />In response to Holt's inquiry, Sorensen said that staff will attempt to provide <br />literature on the proposition. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to adopt <br />Resolution Number 021000-A, a resolution supporting Proposition 12, <br />the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal <br />Protection Act of 2000, and encouraging California voters approve this <br />bond act on March 7, 2000; that it be read in title only and all other <br />readings be waived. <br />B. Adoption Of Resolution Number 021000-B, A Resolution Authorizing <br />A California Tire Recycling Grant Program At Old Meadows Park <br />Sorensen explained that the first phase of rehabilitation of the Old Meadows <br />Park play area has been completed, and staff is requesting authorization to <br />apply for grant funding through the Tire Recycling Grant Program to help <br />subsidize the second phase which involves, in part, incorporating <br />rubberized matting. Additionally, he said that the amount of the grant will <br />be a maximum of $25,000, it will be necessary for the District to match the <br />amount of the grant through donations, in-kind labor, and force account <br />labor, and staff has been working with Therapeutic Advisory Council. <br />It was moved by Holt, seconded by Lange, and carried 5-0 to adopt <br />Resolution Number 021000-B, a resolution authorizing the District to <br />enter into an agreement with the State of California to secure funds <br />from the Tire Recycling Grant Program administered by the California <br />Integrated Waste Management Board; that it be read in title only and <br />all other readings be waived. <br />9. ITEMS FOR DISCUSSION <br />A. 9999 Community Attitude Survey <br />Ward said that a final report will be prepared by the City of Thousand Oaks <br />Planning Department, and will include data analysis. Berger noted the <br />District's high approval rating in spite of reduced funding, and Lange noted <br />that public natural open space and active parks were identified as projects <br />
