July 8, 1999 <br />Page 2 <br />7. DEFERRED MATTERS <br />A. Public Hearing - Fiscal Year 1999-2000 Budget <br />1. Proposed 1999-2000 General Fund Budget <br />Holt declared the Public Hearing open. <br />Jorgensen reviewed the budget process, discussed time frames, <br />methodologies, staff responsibilities, and identified a minor <br />typographical in the documentation. <br />In response to Board inquiries, staff said that there can be savings in <br />the Salaries and Benefits category because the District is self-insured <br />for several items, it is anticipated that discussions will be held next year <br />with the Conejo Valley Unified School District to establish a <br />supplementary Summer Day Camp Program, a survey of commercial <br />rates indicates that the rent received at the Wilbur Road facility is <br />appropriate, no recent major problems have occurred in the Aquatics <br />Program, revenue from softball lights is minimal, staff research <br />determines the charge for those lights, staff is not optimistic that joint <br />funding for the Outreach Program will be resumed by the School <br />District and City of Thousand Oaks, and 1998-99 estimated Other <br />Government Agencies revenue reflects one-time FEMA funds. <br />Jorgensen explained the mileage reimbursement policies, and <br />Sorensen explained the method of identifying cost per acre for park <br />maintenance, which he said includes salaries and benefits of park <br />employees, supplies, and costs of water, mowing and fleet. He said <br />that the average cost per acre for neighborhood parks is $8,000, <br />$10,000 for playfelds, and $12,000 for community park sites. He noted <br />that the District does not receive a commercial water rate from the City. <br />Jorgensen explained that the District is self-insured and has between <br />$1.2 - $1.5 million in reserves, and, since 1992-93, the District has <br />maintained an umbrella insurance policy for claims above $100,000. <br />Washington explained expenditures, revenues, projections, and <br />programming applicable to Borchard Community Center and the Sports <br />Program. <br />Jacobsen requested an explanation of the codes used to identify <br />District sites. <br />
