Approval To Enter Into An Option And Site Lease Agreement With <br />Pacific Bell Mobile Wireless Services <br />Sorensen reported that construction will begin in July on the previously <br />authorized and approved AT&T cellular site antenna at Thousand Oaks <br />Community Park, the agreement allows for the facility to be sublet, after the <br />Planning Commission approves the Pac Bell permit application, staff will <br />return for Board approval of the option and site lease agreement with any <br />conditions imposed by the Planning Commission, and therefore at this time <br />staff requests authorization for Pac Bell to pursue the permit application <br />process. He said that the agreement is identical to the two previously <br />approved agreements, and he noted the presence of Pac Bell personnel to <br />answer any Board questions. <br />In response to Board inquiries, Sorensen said that collocation is not <br />unusual, although the electro -magnetic frequencies are extremely low the <br />Planning Commission recommended that the facility be moved to the <br />opposite side of the field, the school district will be notified, and the lighting <br />is currently satisfactory but staff can review site fighting during the spring. <br />Gibson encouraged staff to consider agreement terms that provide <br />flexibility, should technology and conditions change. <br />It was moved by Gibson, seconded by Jacobsen, and carried 5-0 to <br />authorize staff to execute a "Permit Application Authorization" for <br />Pacific Bell Mobile Services Wireless, Inc. for a cellular site at <br />Thousand Oaks Park. <br />A. Approval To Implement Pilot Program In Partnership With Conejo <br />Creek Neighborhood Resources Center Project And Approval To <br />Expend Up To $7,000 To Fund Project <br />Wiley reviewed the project, identified program objectives, considerations, <br />and budget, and indicated that the City of Thousand Oaks and Many <br />Mansions are converting one of the Conejo Creek Housing Area Units into a <br />community resource center, the center and project will be administered by <br />the Thousand Oaks Police Department, and mid-April is the target date for <br />the six month program. <br />In response to Board inquiries, staff indicated that the pilot program is for <br />six months; and, if successful, the program will proceed for another six <br />months; additional funding sources will be investigated, in concert with the <br />
