January 7, 1999 <br />Page 4 <br />It was moved by Lange, seconded by Berger, and carried 5-0, to <br />authorize the use of the submitted Memorandum of Understanding to <br />regulate the 1999 Conejo Valley Days 1999 Kickoff Picnic <br />B. Approval Of Newbury Park Pony Baseball Request To Install Fencing <br />At Cypress Park Ballfield <br />Washington stated that this is an annual request, the group has worked with <br />staff, and the fence will be taken down as indicated in the report. He stated <br />staff recommendation and invited questions. <br />In response to inquiries, Washington said that the request is for a temporary <br />fence, the time frame is the same as in the past, and the rail guard material <br />is hard plastic and is a safety feature. <br />It was moved by Berger, seconded by Jacobsen, and carried 5-0 to <br />authorize a seasonal permit for the 1999 Pony Baseball season to <br />Newbury Park Pony Baseball for installation of temporary fence, <br />subject to conditions contained in the submitted documentation. <br />C. Authorization To Contract With RLF Publishing For Production, <br />Printing, And Distribution Of Quarterly Brochure And To Continue <br />Using Brochure Back Cover For Advertising District Programs <br />Washington said that, based on the current performance of RLF and the <br />need for consistency, staff recommendation is to enter into a one-year <br />agreement with the option of extending it for an additional year. He noted <br />that the pricing is competitive. <br />In response to Board inquiries, Washington explained that, typically, a <br />printing of 45,000 brochures is adequate; Rancho Conejo, North Ranch, <br />and the Ventura County side of Westlake Village are all part of the mailing <br />distribution area; in time, Dos Vientos will be also; and RFL Publishing <br />provides professional services for other local agencies. <br />It was moved by Jacobsen, seconded by Berger, and carried 5-0 to <br />authorize staff to enter into a one-year contract, with the option of <br />extending the agreement for an additional year, with RLF Publishing <br />for the purposes of production, printing, and distribution of the <br />District's quarterly brochure, and to maintain the current status of <br />using the back cover of the brochure for advertising District programs. <br />9.
