Holt presented a ceremonial gavel to Lange, thanked him for his work, and summarized highlights from the past year. On behalf of the staff, Ward thanked Lange for his efforts and noted his dedication and conscientious approach. Lange expressed his appreciation, and said he was pleased to serve the community and be associated with the District. He praised the District, and thanked staff and the General Manager. D. Approval Of Memorandum Of Understanding To Regulate 1999 Conejo Valley Days Kickoff Picnic At Borchard Community Park Washington referenced the documentation, noted that this was an annual event, and identified the grassy areas in front of the Borchard Park Community Center and around the basketball courts as the proposed location of the event. He said that a display of vintage cars is planned, he noted the presence of Vern Miller, Conejo Valley Rotary and Event Chair, and stated staff recommendation. In response to Board inquiries, Washington explained that the cost of electricity for the event is included in the fee and is not significant, no alcoholic beverages will be served, there has been no damage to turf in the past, the issue of the scheduled dog obedience classes remains to be clarified, attendance is expected to be between 1,200 and 1,500, no admission will be charged, 35 to 50 cars will be displayed, three softball fields will be in use, additional parking facilities will also be available at Newbury Park High School, and most community groups provide $2 million insurance coverage. Ward explained that the kickoff picnic is typically not a revenue generator, and a primary purpose of the event is promotional. Vern Miller, representing Conejo Valley Rotary Club and Conejo Valley Days Activity Committee, said that the kickoff picnic is scheduled for March 6, or in case of rain March 7, the car exhibitors will be charged a vendor fee, the event will be family oriented, alcoholic beverages will not be sold, and candidates for Grand Marshall will be announced at the kickoff picnic. He said that an objective is to include more Newbury Park attendees through the Borchard venue, and further, it is hoped that memorabilia sales will generate revenue.
