January 7, 1999 <br />Page 3 <br />Authority, plus openings on the Conejo Substance Abuse Prevention <br />Authority (alternate), Park Naming Committee, Ventura County Special <br />Districts Association (alternate), and Hill Canyon Regional Recreation <br />Area Sub -Committee; Holt to fill openings on the Government Liaison <br />Committee, Government Center Committee, and Conejo Valley <br />Historical Society Board of Trustees; and Jacobsen to serve as <br />alternate for Hill Canyon Regional Recreation Area Sub -Committee. <br />Holt presented a ceremonial gavel to Lange, thanked him for his work, and <br />summarized highlights from the past year. On behalf of the staff, Ward <br />thanked Lange for his efforts and noted his dedication and conscientious <br />approach. Lange expressed his appreciation, and said he was pleased to <br />serve the community and be associated with the District. He praised the <br />District, and thanked staff and the General Manager. <br />D. Approval Of Memorandum Of Understanding To Regulate 1999 Conejo <br />Valley Days Kickoff Picnic At Borchard Community Park <br />Washington referenced the documentation, noted that this was an annual <br />event, and identified the grassy areas in front of the Borchard Park <br />Community Center and around the basketball courts as the proposed <br />location of the event. He said that a display of vintage cars is planned, he <br />noted the presence of Vern Miller, Conejo Valley Rotary and Event Chair, <br />and stated staff recommendation. <br />In response to Board inquiries, Washington explained that the cost of <br />electricity for the event is included in the fee and is not significant, no <br />alcoholic beverages will be served, there has been no damage to turf in the <br />past, the issue of the scheduled dog obedience classes remains to be <br />clarified, attendance is expected to be between 1,200 and 1,500, no <br />admission will be charged, 35 to 50 cars will be displayed, three softball <br />fields will be in use, additional parking facilities will also be available at <br />Newbury Park High School, and most community groups provide $2 million <br />insurance coverage. <br />Ward explained that the kickoff picnic is typically not a revenue generator, <br />and a primary purpose of the event is promotional. <br />Vern Miller, representing Conejo Valley Rotary Club and Conejo Valley <br />Days Activity Committee, said that the kickoff picnic is scheduled for March <br />6, or in case of rain March 7, the car exhibitors will be charged a vendor fee, <br />the event will be family oriented, alcoholic beverages will not be sold, and <br />candidates for Grand Marshall will be announced at the kickoff picnic. He <br />said that an objective is to include more Newbury Park attendees through <br />the Borchard venue, and further, it is hoped that memorabilia sales will <br />generate revenue. <br />
