August 2, 2001 <br />Page 2 <br />South, invited everyone to attend the September 8 opening day activities, and <br />distributed memorabilia. <br />Chuck Wright, Oxnard, commended the District on its creation of a dog park facility. <br />He spoke in opposition to the ban on pit bulls, which he said was unfair breed <br />discrimination, and spoke in support of a ban on any dog displaying aggressive <br />behavior. <br />Sorensen said that the dog park rules will be posted shortly. Gibson encouraged <br />Wright to submit relevant information to staff, and said that the facility' and its <br />operation will continue to be evaluated. <br />5. APPROVAL OF AGENDA <br />It was moved by Lange, seconded by Holt, and carried 5-0, to approve the <br />agenda as presented. <br />6. CONSENT CALENDAR <br />A. Minutes Of July 19, 2001 Meeting <br />B. Warrants, Exhibits A - C, Total $454,302.88 <br />It was moved by Berger, seconded by Jacobsen, and carried 5-0, to <br />approve the Consent Calendar as presented. <br />7. DEFERRED MATTERS <br />A. Public Hearing — Fiscal Year 2001-2002 Budget <br />1. Adoption Of Proposed 2001-2002 Budget, Resolution Number <br />080201-A <br />2. Approval of Combined City And District Expenditure Budget For <br />COSCA (Conejo Open Space Conservation Agency) <br />Gibson declared the Public Hearing open. <br />Ward referenced the staff report. He said that the balanced budget is <br />aggressive both in terms of capital projects and the addition of staff needed <br />for the operation of new facilities such as Dos Vientos Community. Park; and <br />the budget reflects Assessment District funds and new revenue growth. He <br />commended staff for its efforts and recommended adoption. <br />
