July 19, 2001 <br />Page 3 <br />Gibson declared the Public Hearing open. <br />Jorgensen stated that staff is available to answer questions. <br />In response to Board inquiries, Jorgensen explained that it is District <br />intent to sell Park Place, and the budget, therefore, reflects only six <br />months of Park Place rental income, the recruitment process is <br />underway to fill several new and vacant positions, and a glossary of <br />terms and abbreviations will be included in the final budget <br />documentation. Ward stated that the capital improvement program is <br />based on regular funding sources and assessment district funds. <br />Benton stated that Dial Security is being used for skateboard park <br />supervision. Sorensen said that a specific site for a future skateboard <br />park has not yet been identified, but the goal is that it be in the central <br />Thousand Oaks area. <br />Jacobsen said he is appreciative of the historic comparisons furnished <br />in the budget documentation. <br />Gibson continued the Public Hearing to the next regular meeting. <br />8. NEW ITEMS <br />A. Adoption of Resolution Number 071901-A, A Resolution Revising <br />District Ordinance Manual To Establish Rules And Hours For Dog Park <br />Sorensen stated that the facility has become very popular, temporary rules <br />were posted at the facility, but site-specific rules need to be incorporated into <br />the District's Ordinance Manual to provide enforcement authority. He said <br />that valuable input for rules has been received from patrons, staff, and <br />representatives of Park & Bark and Equestrian Trails Incorporated (ETI). He <br />noted that pit bulls have been excluded from the facility. <br />Jacobsen said that he prefers a document format that facilitates a <br />comparison of the original and proposed text. <br />Sorensen stated that $15,000 has been received from Park and Bark; the <br />funds will be used, in part, for capital improvements, educational purposes, <br />and security; and it is expected that Park and Bark will continue to provide <br />additional funds throughout the year. <br />
