December 5, 2002 <br />Page 2 <br />In response to Jacobsen's inquiry, Sorensen said that, currently there are no <br />boulders for obstructing access, that option can be explored, the Master Plan for that <br />site was approved three years ago, $50,000 was approved for design documents, <br />no schedule has been identified for committing funds for the site, staff is pleased to <br />have the support and involvement of neighbors in the area, and Conejo Creek <br />Northwest also has a similar problem with vehicle trespass. <br />5. APPROVAL OF AGENDA <br />It was moved by Berger, seconded by Lange, and carried 5-0, to approve the <br />agenda as presented. <br />B. CONSENT CALENDAR <br />A. Minutes of November 21, 2002 Meeting <br />B. Warrants, Exhibits A, B, Total $370,286.82 <br />It was moved by Lange, seconded by Holt, and carried 5-0, to approve <br />the Consent Calendar as presented. <br />7. DEFERRED MATTERS <br />A. Adoption Of Resolution Number 120502-A, Authorizing Acquisition Of <br />Parcels Adjacent To Conejo Creek Southwest Park <br />Sorensen stated that the Preliminary Title Report has been received; several <br />easements were identified; there are no problematic issues and no <br />encumbrances other than a tax lien of $969, which would be resolved in the <br />District's favor during escrow; escrow costs of approximately $1,500 would be <br />an additional cost; the planned acquisition must be submitted to the Planning <br />Commission, and the proposed acquisition would increase recreational <br />opportunities and eliminate a close neighbor situation. <br />In response to Board inquiries, Sorensen said that in 1991 a residential <br />permit was sought, the entitlement was not acted on and no changes to the <br />property resulted; there are no weed abatement issues; no other offers have <br />been received; and it is possible that in order to comply with City of <br />Thousand Oaks regulations, the District will be responsible for some <br />infrastructure improvements along Paige Lane and Combes Ave., and if so, <br />the District will ask the City for assistance. <br />
